I'll certainly agree that it doesn't break cartridge mechanics. It'd just be neater (there's a discontinuity between banning the button for Rayquaza and banning the enabler for everything else), and would be a team restriction rather than a play restriction.
I guess the best analogy to the reason it rubs me the wrong way (and that's all it is, rubbing me the wrong way) is how Sleep Clause, the choice-based one, kinda rubs me the wrong way. The difference is that the collateral of outright banning sleep is much, much greater, and it's got the official sanction thing. Eh, whatever. I just thought I'd suggest it.
