BW Ubers Speed Tiers

Speed tiers list every viable pokemon and their respective speed stats. I've taken it upon myself to bold particularly relevant speed tiers. Also, just for reference, +1 boosts that give a decimal value round down. Note that some potential entries are not here as I didn't deem the relevant- for instance, no-one is ever running anything less than max+ on Darkrai. Having said that, I'm not sure how consistent I was, especially with relatively unfamiliar pokemon.
