Can I just ask, what is the point of all the non-max EV values? If the spread is to outrun a specific threat why is it not made clear? Because as it stands a lot of these values look incredibly arbitrary.

I have no idea why Don would run 216+ Spe since it apparently outspeeds nothing notable, when it could instead run adamant and still creep 28 Spe Lanturn (or go max+ and beat some other stuff). By contrast, it's perfectly clear why Lanturn might run 28 EVs- to creep mons sitting at 176 Speed

In general I don't really see why speed tiers need anything other than 0-/0/252/252+ spreads (even 0- is dubious, but there are cases, especially in later gens where it's relevant), since non-max spreads are invariably used to creep specific threats and are hence based off min/maxed speed values. I guess it helps show what a given mon commonly speed creeps, but that's not what's being done here. It could be that there's some other reason I'm overlooking though?

 

with rhdon, at 216+ it outspeeds everything relevant at +2 (alakazam/sceptile) - rhydon's likely to be an agilipass recipient or something in some cases.

I mean this thing is far from perfect and it's meant to generally include useful ballpark stuff and give some basic ideas of how the speed works in the meta. I'm sure as time advances we could probably do better, but this gives some idea.
