This no longer applies. We now use Smogon's DPP OU rules for our HGSS OU tournaments.
Since Smogon updated their DPP OU tierlist since the time this was posted, here is an updated version.

Minor / Subtle Additional Note: Even though Pokemon Perfect's tier is named HGSS 1U and Smogon's tier is named DPP OU they both allow all moves accessible in generation 4. On PP we assume that both players play in an emulation of link battles on Heart Gold / Soul Silver (the final cartridge release of generation 4) and Smogon does something similar although it's less clear about exactly what they do.

Speed-Passing Clause: Baton Pass and a move that boosts speed cannot be used on the same set.

- Sand Veil and Snow Cloak are banned.
Our new rules:
- Evasion Abilities Clause: Sand Veil and Snow Cloak cannot be used as an ability on a Pokémon that has access to an alternative ability. This means that you can't use Sand Veil Gliscor, since you can run it with Hyper Cutter instead, whereas with Froslass, you can run it with Snow Cloak since it doesn't have access to another ability.
