Introduction
Chansey has incredible HP and Special Defense, as well as access to Wish, Softboiled, and Heal Bell make it an immense special wall and effective cleric. Whilst it's somewhat slow and its only viable offensive option is Seismic Toss, making it very predictable, it does such a fantastic job at what it's supposed to do that its predictability is barely relevant. Overall, Chansey is perfectly suited to its role in the tier, and should be considered for any team desiring its traits.

Set Details
Softboiled provides it with instant recovery, allowing it to function as an effective Special wall throughout the match. Wish and Heal Bell allow it to support its team, and are a large reason to consider using Chansey. Seismic Toss prevents it from being total Taunt-bait and helps it answer boosting Specially-offensive sets such as Jynx and Entei. Toxic lets it pressure the opposing team, spreading status and forcing out attackers that might otherwise try and break Chansey. Thunder Wave is a less passive status option, more suited for when Chansey is ran on a balanced team. Counter is a good option to seriously consider over either status, as few physical attacks can OHKO it and due to its incredible bulk it can recover its lost HP at a later point in the game.
Other Options
Sing is an option that it can use fairly well in spite of its poor accuracy, due to its incredible bulk granting it many opportunities. Snatch and Psych Up both have their uses versus Calm Mind users, however they are very situational. Chansey can also set up Light Screen, Rain Dance, Sunny Day, and Safeguard, should the team desire it.
Checks and Counters
Pokémon which can pressure or set up on Chansey are the best answers. Hariyama has Guts, Fighting-type STAB, and a massive HP stat, making it a great answer to Chansey. Toxic-immune Pokémon such as Registeel, Venusaur, and Nidokinng tend to make great switch-ins if Chansey is carrying Toxic. Dragonite, Articuno, and Chansey can all carry Heal Bell letting them remove any status which Chansey has caused. SubCM Entei and SubDD Lapras can set up on Chansey, with their 101 HP Substitutes. Exeggutor is a potential option to explode on Chansey, but Fire- and Steel-types are common and more likely to take it, and it cannot explode versus Chansey if the opponent also carries Houndoom. Finally, a team which is heavily focussed on physical offense has less need to worry about Chansey.
